Industry figures who spoke to Vanguard said the partnership’s structure raised questions about whether other qualified Nigerian technology firms had been given fair opportunity to participate in similar arrangements. They called on the ministry, led by Bosun Tijani, to clarify the selection process and ensure future digital economy partnerships followed open and competitive procedures.
Ministry Yet to Respond in Detail
The Ministry had not issued a detailed public response to the specific concerns at the time of this report. However, the ministry has consistently promoted its 3 Million Technical Talent programme and the National Digital Economy Research Clusters Initiative as evidence of its commitment to broad-based, inclusive digital economy development across Nigeria.
The concerns surface amid a broader national conversation about state involvement in technology investment, following revelations that government-backed vehicles such as iDICE have begun directly funding venture capital funds and startups. Critics argue that government participation in the sector requires unusually high standards of transparency to avoid the appearance of favouritism toward politically connected firms.

Furthermore, Nigeria’s startup ecosystem has faced its own headwinds in 2026, with debt financing increasingly replacing venture equity as the dominant funding instrument across the continent.
