House Approves Bill to Establish DSS Research Bureau

The House of Representatives has approved a bill to establish a Research Bureau within the Department of State Services (DSS), aimed at enhancing intelligence research and strengthening indigenous security technology development.

The bill scaled second reading during plenary, with lawmakers describing the proposed bureau as a critical step toward reducing Nigeria’s reliance on foreign security technology and strengthening the country’s independent intelligence capabilities.

Proponents of the bill argued that a dedicated research arm within the DSS would allow the agency to develop homegrown solutions for surveillance, cybersecurity and counterterrorism operations, reducing dependence on imported technology.

The proposed legislation is expected to proceed through further legislative stages, including committee review, before a possible third reading and eventual transmission for presidential assent.

The move comes amid a broader push by the Federal Government to strengthen Nigeria’s security architecture, including the recent expansion of the Nigerian Army from eight to 12 divisions and a substantial recruitment drive.

Security analysts say a dedicated research bureau could help the DSS keep pace with rapidly evolving security threats, including the increasing use of technology by terrorist and criminal networks operating across the country.
