The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered two additional fake government agencies allegedly linked to Adeniyi Matthew Adeyemi, the self-styled Director-General of the Presidential Foreign Intervention Promotion Council (PFIPC).
ICPC Chairman, Dr. Musa Adamu Aliyu, disclosed the development while briefing State House correspondents after submitting the commission’s interim report at the Presidential Villa, Abuja. He explained that Adeyemi was never appointed by the Federal Government and that the PFIPC itself was not established by law or executive order.
The report revealed that Adeyemi presented a forged appointment letter and illegally appropriated offices and instruments from the defunct Presidential Economic Advisory Council (PEAC).

Investigators found that Adeyemi created two more fake agencies: the FCT Investment Promotion Agency (PIFA) and the Foreign Investment Promotion Agency (PIPA). These agencies were reportedly established using forged legislative instruments and used to open bank accounts for illegal activities.
The ICPC chairman added that Adeyemi attempted to expand the PFIPC’s mandate to include revenue generation, further complicating the scope of the fraudulent operations.
Dr. Aliyu clarified that no funds were approved or disbursed for the fake PFIPC or its associated agencies. He stressed that the State House and Central Bank systems were not compromised, noting that the fraud exploited weaknesses in verification and inter-agency oversight rather than direct access to government finances.

The interim report recommended prosecution of Adeyemi, administrative sanctions against public officers who facilitated the illegal operations, and reforms to strengthen internal controls. Agencies identified as collaborators include the Office of the Secretary to the Government of the Federation, the Head of the Civil Service of the Federation, the Accountant-General’s Office, the Budget Office, and the National Information Technology Development Agency (NITDA).
Dr. Aliyu confirmed that the investigation is ongoing and more details will be uncovered to support criminal charges against Adeyemi and his collaborators.
President Bola Tinubu has taken note of the findings and expressed commitment to transparency and accountability in addressing the scandal. The Presidency assured that measures will be taken to prevent similar fraudulent activities in the future.
The PFIPC scandal highlights systemic vulnerabilities in Nigeria’s governance framework, particularly in verifying appointments and monitoring inter-agency activities. Analysts say the case underscores the need for stronger institutional checks to prevent impersonation and misuse of government structures.
As investigations continue, the ICPC is expected to file charges against Adeyemi and pursue sanctions against complicit officials. The scandal has sparked wider debate on the importance of accountability and vigilance in Nigeria’s public service.
