Abuja, Nigeria — President Bola Ahmed Tinubu has transmitted a bill to the Nigerian Senate seeking legal approval for the transfer of convicted Nigerians serving sentences abroad back to the country.

The proposed legislation, formally titled Mutual Legal Assistance in Criminal Matters Bill, aims to establish a framework that allows Nigerians convicted in foreign jurisdictions to serve their sentences at home.

According to government officials, the bill is designed not only to strengthen Nigeria’s justice system but also to provide a more humane option for citizens who often face harsh conditions in foreign prisons. Many Nigerians abroad have been convicted for drug-related offences, fraud, or immigration violations, and families back home struggle to maintain contact with them.

By enabling prisoner transfer agreements, the government hopes to ease the emotional burden on families while ensuring that justice is served within Nigeria’s correctional facilities.

The Senate is expected to deliberate on the bill in the coming weeks. Lawmakers will weigh its implications for Nigeria’s correctional system, which already faces challenges of overcrowding and underfunding. Advocates of the bill argue that bringing citizens home will allow better monitoring, rehabilitation, and reintegration into society after serving their terms.

Critics, however, caution that Nigeria’s prisons may not be adequately equipped to absorb additional inmates without significant reforms.

The bill also signals Nigeria’s willingness to strengthen international cooperation in criminal justice. If passed, it will pave the way for bilateral agreements with countries where Nigerians are currently incarcerated. Such agreements are common in Europe and parts of Africa, where prisoner transfer treaties help balance justice with humanitarian concerns.

For many families, the legislation offers hope. Relatives of convicted Nigerians abroad often face financial and emotional strain in maintaining communication and travel for prison visits. The possibility of having loved ones serve sentences closer to home could ease these burdens and foster rehabilitation through family support.

The Senate’s deliberation will determine whether the bill becomes law. If approved, Nigeria will join a growing list of nations that recognize prisoner transfer as a tool for justice reform and humanitarian relief.

For now, the proposal underscores President Tinubu’s broader agenda of legal reforms aimed at strengthening Nigeria’s justice system while keeping human dignity at the center.
