ABEOKUTA — Ogun State has been ranked as the second best-performing state in Nigeria in the 2025 State Performance Index released by Phillips Consulting. Vanguard reported the ranking on Sunday. The index evaluates states across economic management, infrastructure delivery, healthcare, education, and governance quality.
The ranking reinforces what analysts describe as steady and consistent progress under Governor Dapo Abiodun’s administration. Ogun has invested heavily in road infrastructure, industrial estates, and business environment improvements that have attracted significant private sector investment, particularly in manufacturing.
Governor Abiodun said the ranking validates his administration’s focus on creating a business-friendly environment and delivering measurable infrastructure outcomes. He said Ogun’s position between Lagos and the rest of the southwest gives it a strategic advantage that his government is working to fully utilise.
What Drives Ogun’s Success
Ogun State hosts some of Nigeria’s largest industrial clusters including the Sango-Otta Industrial Area and several agro-processing zones. Its proximity to Apapa Port and Tincan Island Port makes it a natural location for manufacturing and export-oriented businesses. The state’s improving road network has made it easier for companies to move goods efficiently.
The state’s internally generated revenue has grown steadily under Abiodun. Improved tax compliance, digitisation of revenue collection, and expansion of the formal business sector have all contributed to higher IGR without the need for additional levies on already stretched businesses.
The first-place state in the 2025 index was not immediately named in available reports. However, Lagos is typically Nigeria’s top-ranked state by most economic performance metrics given its scale and concentration of economic activity. Ogun’s second-place ranking puts it above much larger states including Rivers, Kano, and Kaduna in the Phillips Consulting assessment.
